HSP gives Help inspires change and provides opportunity by mobilizing our community in the fight against poverty for more than 30 years. HSP has served as Carroll Counity Community Action Agency. Our programs are designed to address the root cause of povertyand compliment and leverage public services. While guiding low-income houesholds toward a path of self sufficiency.
Community Garden: Provides healty food to soup kichens and food banks in need of fresh produce.
Family Support Program: Provides parenting support and early childhood development to expectant parents and parents with children under the age of five.
Home Energy Program: Assists Carroll County residents with electric and fuel costs, bill assistance, the Maryland Energy Assistance Program (MEAP), and arrearages.
Housing Services: Provides Carroll County low-income households with security deposits, eviction prevention and housing for the homeless.
Opportunity Works: Prepares individuals with signnificant barriers to secure and maintain employment.
Shelter Services: Provides servives for those homeless residing in Carroll County.
Volunteer Income Tax Assistance: Provides free year-round tax preparation services for low-moderate income households.
